Some of the others I might be able to locate by looking up the specific eps. Like, I think the guy with the Nomad probe is Makee Blaisdell as "Singh" -- imdb'd the ep and then google-image-searched on his name. The black man in the Charlie X caps seems to be Garland Thompson as "Crewman II" and if this is a screencap from The Enemy Within, he's the same actor as this character:
"Errand of Mercy" is kind of cool in that there's a majority-POC bridge crew for most of the episode, although the guy in the blue shirt has no name/lines, I don't think.

Unnamed Asian transporter tech -- no lines or a name, but is (I think) the only PoC we see in the flashbacks to Pike's Enterprise.
Lt. Esteban Rodriguez from "Shore Leave."
Agricultural colonist from "This Side of Paradise" (I love his dubious OMG, are you even a real doctor? face.)
This character is Commodore Jose Mendez from "The Menagerie. (Don't know if the actor identifies as PoC though.)
